True, but what if you said the same thing of Richard Schaffer, Oscar De La Hoya, Bob Arum, or Greenburg?
Would boxing be affected in the same way if any of them left the sport compared to Manny Pacquiao departing the sport?
No one outside the hardcore boxing fans even knows who they are, (ODLH excluded). And they would replaced instantly by an equally faceless person.

If a fighter disappears, another will take the spotlight. The fact that Oscar hung around for so long took the attention away from other, more deserving fighters. Now everything is focused on Paquiao, but if he went maybe HBO would concentrate on someone else.
The most important person is someone with the power to make the best fight the best. Thus keeping fans interested, ensuring the health of the sport.
